feat: initial port for Rectangular Micro QR
This is the intial port for rMQR support. Directly ported from https://github.com/zxing-cpp/zxing-cpp/commit/7a294f2f3c8c31b8b5c9c62a03bceb9af11dea6f#diff-5d6a0ddd024f3102876492f502a41becde594de81f46d942b87b64cbfdc1985b
subsequent improvements will be incorporated in future patches.

perf: QRCode: skip extra version check
ported from: https://github.com/zxing-cpp/zxing-cpp/commit/ac88bce74311fdbf376faf0bc88e90d0990d048a
The version bits have already been parsed during detection. If they would
have been wrong then, we would not have ended up here. If we did, there is
no point in reading them again.
