Henry Schimke d31da2f858 feat: initial port for Rectangular Micro QR 
This is the intial port for rMQR support. Directly ported from https://github.com/zxing-cpp/zxing-cpp/commit/7a294f2f3c8c31b8b5c9c62a03bceb9af11dea6f#diff-5d6a0ddd024f3102876492f502a41becde594de81f46d942b87b64cbfdc1985b

subsequent improvements will be incorporated in future patches.

Henry Schimke cf47d8a826 perf: QRCode: skip extra version check

The version bits have already been parsed during detection. If they would
have been wrong then, we would not have ended up here. If we did, there is
no point in reading them again.
